I made some corrections in your model and after them it looks like the wheel is moving as it was intended.

The corrected model can be downloaded by the next link:

It works correctly with RhinoAssembly v1.1.

I'm afraid right now it's impossible to make movie with a spline curve.
Currently the RhinoAssembly plugin doesn't support splines but they are planned to be supported in one of the next releases.

After splines will be supported a movie with a spline curve can be made in the same way as the movie with an arc.
